Page Design
One of the key things you must remember when forming your page is that you should design with the intention that it will be viewed on a 800 x 600 resolution screen. Set your parameters accordingly so that the main part of your site fits in a space about 700 pixels wide and 440 pixels high.

There are four principles of good design:

Alignment-
When you pick one alignment, try as best as you can to stick with it for the entire site. Try to avoid centering every item on your page.

Proximity-
Grouping items of similar content will not only look better on your page, but it will be less likely that your reader will become lost and confused. The easier things are to read, the more likely the reader will want to stay and navigate further.

Repetition-
In some cases, repetition is beneficial. Utiliizing the same theme and look on your site makes it much easier to enjoy. This also minimizes the risk of your user getting lost (An all black background with red tabs may confuse someone on a site with predominantly violet colors, etc.)

Contrast-
Arrange your colors and images so that the important content is what attracts the reader's eye first. If their attention is immediately drawn to advertisements or unnecessary content, chances are your message is not going to be conveyed properly.
