Cow Springs is owned and maintained by the NSS-CDS and it's members. If you are a member of the NSS-CDS, you should be able to get a key for the gate at the Dive Outpost and enter the facility. This site is open to cavern and cave divers, but it is important to maintain excellent technique due to the fragile clay banks that exist in the cave.
