In any program model, teachers and schools should concentrate on providing active, cognitively complex learning with attention to the needs of ESOL students and a positive school climate for all students regardless of language and cultural background.

Thomas and Collier's research identifies instruction in the student's native language as one key predictor of academic success for ESOL students. However, it is not always feasible for school systems to provide bilingual programs for ESOL students. Teachers and schools can also look for ways to obtain some of the advantages of using a student's first language even in sheltered or inclusion classes.
